He hangs up first, for the first time this month, and watches the clock until it says 22:40 in the Dutch room. ## KYIV. BANKOVA. BUDANOV'S OFFICE. WEDNESDAY, 23:40. In Kyiv it is 23:40, and the counter on Budanov's phone reads 138:30:01. Fedorov eats standing, reading his phone like a scoreboard: Ozon, the Russian retailer, has booked 30.1 billion rubles of drone losses for the quarter. Berlin has not called back; the German number sits pinned on his screen, dark. "Still counting till Berlin rings?" Fedorov nods at the counter. Budanov lets him have the wrong answer. It is cheaper than the right one. The duty aide in the doorway: Mrs Zelenska has the mission's cover sheet. In the morning it goes to the other side for signature. "Recall it," Budanov says. "It isn't ours to recall." Budanov looks at the cup. The sugar is gone, and nobody saw it go. Her husband had told her whose road it was. She had heard, under it, whose wife she was. Her hands are cold enough that the pen skips twice. Under the Ombudsman's typed line she writes: *Every departure to be witnessed by a Ukrainian representative.* She initials it and dates it. "They'll read that as an accusation," the aide says. "Then they can read the word too," she says. "If one family goes south without a witness, Kyiv calls it deportation. I just did." The aide takes the page. He will have to log what he heard. The sheet goes into a plastic sleeve, the sleeve into a courier's car; the far side will have it before the pause ends. Her husband does not know. Budanov does. Across the water, someone with a stamp will sign beneath her line or close the road from the far end.
