MOSCOW. SUNDAY, 12:01.
A ministry bulletin scrolls up a screen. Three sentences. Russian drones have hit a cargo vessel bound for the Ukrainian port of Chornomorsk; the vessel, it says, was supplying Ukraine's army. No ship's name. No flag. No crew. Reuters cannot verify it.
Two days earlier, of another ship sunk off his coast, Romania's president said: "part of Russia's escalation process."
Moscow has named a target. Nobody has named the ship.
FLAG
KYIV. THE RESIDENCE. THE GARAGE. MONDAY, 05:30.
Andrii Sybiha · Foreign Minister of Ukraine; before the ministry, a deputy head of the President's Office
Kyrylo Budanov · head of the President's Office; trained as an officer at the military academy in Odesa, on the Black Sea
Volodymyr Zelenskyy · President of Ukraine; a boy from the steel town of Kryvyi Rih
Exhaust and cold concrete. Olena's car stands nose to the wall, packed for Tuesday: a bag on the back seat, a thermos in the door. Sybiha deals on its bonnet, because this morning the news is foreign. A paper cup of tea beside the cards, already cold. Budanov leans on the front wing and works the screw of the car's small flag loose with his thumbnail. Nobody asks why. At midnight Zelenskyy nodded at it.
Dnipropetrovsk, an apartment block. Three dead, twelve hurt. "The desk." Omsk, a logistics hub, about 2,500 kilometres from the border. Their governor confirms a drone. WATCH. "Let them measure in our distances." Le Pen opens her 2027 campaign in Orleans: a referendum on EU law, eleven billion less for Brussels. LATER. "Spring after next. Then it's our money." Uganda's shilling at a 33-year low. Twenty-one days' quarantine for anyone back from Congo, where Ebola has 9,704 cases. A bus in Kenya, twenty-four dead. LATER. "Not ours yet." Kim's China visit "cements ties", says China Daily, which is state media. WATCH. "Moscow's shell supplier, visiting." Ballon d'Or tonight in London. Infantino wants a fourth term. LATER. Israel votes tomorrow. The blocs level at fifty-one. WATCH. "The winner sets Iran's clock." Trump: a deal with Iran, or "finish them off." Brent above 117 on Friday. WATCH. "Dear oil is Moscow's best ally this month." Lula, 51.8 percent. Machado home in Venezuela: "I am here. With you." WATCH. "Lula keeps the BRICS chair warm." Starlink back to normal after a week of throttling. From State, still no answer on the sky. WATCH. "Musk answered. Washington didn't." Talks: technical teams early November, Abu Dhabi floated, no date. WATCH. "A venue isn't a date."
Sybiha lays down the card he saved. Khoryv, a cargo ship under the flag of the Comoros. Hit by a drone, sunk 24 kilometres off Constanta on Friday. Thirteen crew, ten of them Ukrainian. One dead, three missing. Romania blames Russia. Moscow says nothing. On top of it, the bulletin. Russia's Defence Ministry: our drones hit a cargo vessel bound for Chornomorsk. It supplied the army.
ZELENSKYY: Moscow found its word before Bucharest did.
SYBIHA: Moscow found a target. I'll send this to Dan. Let him read what they call a ship.
BUDANOV: Send him that and he waits another week. A president doesn't take his vocabulary from the Russian ministry.
SYBIHA: He took nothing from me on Sunday either.
Budanov reads the last sentence again. It supplied the army. The screw comes free. He drops the little flag into his coat pocket and leaves the screw on the bonnet. Zelenskyy watches it go and lays the card on NOW. Sybiha is already typing to Bucharest. Nobody stops him.
Serbia. Vucic concedes. The students' list, 135 to 140 of 250, by his own numbers. Brussels congratulates them. NOW. "Moscow lost a friend in one sentence. I want the sentence."
New York Times: Novatek, under sanctions, put money into a gas project in Alaska. Discussed in the Kremlin in September, while Witkoff and Kushner were there.
ZELENSKYY: Russian money in an American pipe. And the men who carry our papers were in the room.
BUDANOV: The Times says nobody knows if they knew.
ZELENSKYY: NOW.
Oleshky. The pause, Tuesday 03:00. Both General Staffs, the same hour. "Finally a day somebody said twice." NOW.
Olena is in the doorway in her coat, a slice of bread and honey in her hand. Budanov's phone lies face up by the tea. The stopwatch: 72:20:01.
OLENA: Counting to Tuesday?
BUDANOV: Something like that.
He turns the phone over. She looks at the bag in her car, not at the wing.
KYIV. THE RESIDENCE. THE GARAGE. MONDAY, 05:58.
The timer light clicks off, then on. One screw on the bonnet beside a paper cup, a skin on the tea. On the front wing, an empty holder and a clean ring in the dust where a flag stood.
BELGRADE. SNS HEADQUARTERS. SUNDAY, 23:10.
Aleksandar Vučić · President of Serbia; in 1998, Milošević's minister of information
The sentence is an hour old: "It is clear that we have lost these elections." Most of his voice went with it. A plate of burek on the desk, cold, one bite gone. On the TV, the street: students under Serbian flags, the same flags his posters have carried since 2012. A ribbon along the bottom: Costa and von der Leyen congratulate the Students' List.
An AIDE comes in carrying party banners, rolled.
AIDE: The commission hasn't published. We could wait for the count.
VUČIĆ: I gave them the count. Mine.
AIDE: Brussels didn't wait for it.
VUČIĆ: Brussels was fast. Write that the West spent a great deal on this election. Ask them who paid.
He straightens the small flag on his desk stand. It leans again. He eats the cold burek in two bites, standing, like a man with a train to catch.
WASHINGTON. A HOTEL BAR. SUNDAY, 21:30.
Steve Witkoff · US special envoy; a real-estate man from the Bronx
Jared Kushner · Trump's son-in-law and envoy; in the first term he negotiated the Abraham Accords
Who paid, says the chyron over the bar, in other words: RUSSIAN ENERGY GIANT SECRETLY FUNDED ALASKA GAS PROJECT, NYT. Kushner has a spreadsheet open and isn't looking at it. Witkoff's sandwich arrives. He doesn't touch it.
WITKOFF: Riddle says he told the administration.
KUSHNER: Told whom?
WITKOFF: He doesn't say.
KUSHNER: Then neither do we.
WITKOFF: In September they mentioned Alaska. Everybody mentions gas.
KUSHNER: Broadly.
WITKOFF: I could call him.
KUSHNER: You could call a lot of people, Steve. Call none.
The TV moves on: the Attorney General defends the suit to stop Alaska certifying its Senate race. Two Dan Sullivans on one ballot.
WITKOFF: Two Dan Sullivans. And Russian money that came in under a UAE flag.
Kushner scrolls. One line below the Times, on the same feed: Russia's ministry claims a cargo ship bound for Chornomorsk. He closes the laptop. Witkoff pushes the plate away, full. The waiter takes it.
BUCHAREST. VICTORIA PALACE. MONDAY, 07:10.
Luca Niculescu · Prime Minister of Romania; for years a radio journalist at RFI, then ambassador in Paris
Nicușor Dan · President of Romania, on speaker; before office he founded a civic group to save old Bucharest
The same line, printed, and under it Sybiha's message, forwarded from Cotroceni. A paper bag of covrigi; sesame on the desk.
NICULESCU: Kyiv sent us Moscow's bulletin. Their ministry says a ship that carries for an army is a target.
DAN (ON THE PHONE): Then every ship in our water is a target.
NICULESCU: Then say attack.
DAN (ON THE PHONE): You said flagrant violation. You have adjectives, Luca. I have an article number.
NICULESCU: Moscow said more than we did. In its own name.
DAN (ON THE PHONE): Moscow named a target. If I name the act, I name what we do next. Tell me what we do next.
Niculescu brushes sesame into his palm and has nothing to put in it. His office types the readout: The Prime Minister and the President discussed security in the Black Sea. No ship. No word. He initials it.
DAN (ON THE PHONE): Send Kyiv the readout. They know how to read one.
KYIV. THE RESIDENCE. THE HALL. MONDAY, 08:10.
Olena Zelenska · First Lady of Ukraine; she and Volodymyr went to the same school in Kryvyi Rih
His phone lights: Bucharest's readout. Security in the Black Sea. He puts the phone in his pocket. Olena comes in from the garage with her car key in her fist.
OLENA: My car has no flag.
VOLODYMYR: Bucharest has no word. It's that kind of morning.
OLENA: Did you know?
He takes a long time with the strap of his watch.
VOLODYMYR: Kyrylo is careful.
OLENA: That isn't what I asked.
VOLODYMYR: Moscow says whatever carries for the army is a target. Read their sentence. A car with a flag carries a state.
OLENA: The mothers see a flag, they come to the car. Without it I'm a woman in a car at a checkpoint.
VOLODYMYR: Without it you're a woman who comes back.
OLENA: You agreed it last night. While I was asleep.
VOLODYMYR: You were asleep at two. I agreed at midnight.
OLENA: You brief me now. Like a country.
VOLODYMYR: You married one.
He hears it as it lands. She lays the key on the hall table, flat, the way Sybiha lays a card.
OLENA: Tell Kyrylo. My flag back, or I drive myself.
She goes up the stairs. He picks up the key and puts it down in the same place.
STINGER. KYIV. THE RESIDENCE. THE GARAGE. MONDAY, 08:50.
Budanov alone. His phone, from the duty officer: Mrs Zelenska: her flag back, or she drives herself.
He looks at the screw on the bonnet. He picks it up and walks past her car to the next bay: a second car, the same model, empty. He screws the little flag onto its wing, tight, his thumbnail black. From his coat he takes Moscow's bulletin, folds it once and drops it on the flagged car's passenger seat. It supplied the army.
Back at Olena's car he lays a route card face down on the back seat, under the strap of her bag. We don't see what it says.
He types to the duty officer.
She has her flag. 01:00. Two cars.
He sends it. The timer clicks the light off. Eighteen hours to the pause.
